5) People with seats vs. people without seats in GitLab EMCO: the current contributors all have seats in GitLab ultimate, so they will be able to trigger the CI and use the minutes from the subscriptions, while other/future contributors will not be able to trigger the CI until they're added as a seat - is this acceptable or should we engage with GitLab to allow any contributor to use CI minutes from our Ultimate subscription?
